Composition
a. Each council shall have a chairperson elected by the House of Delegates, who also serves on the Board of Directors.
b. Each council shall elect a vice-chairperson biennially to serve in the absence of the chairperson and assume any other duties assigned by the chairperson.
c. The Clinical Practice groups shall elect a coordinator biennially to conduct meetings and coordinate activities related to the group.

Responsibilities
Each council shall:
a. provide a community of peers and a principal source of expertise in areas of interest and serve as a forum for discussion of relevant issues and concerns.
b. monitor existing standards, develop positions and policies, and make recommendations to the Board of Directors.
c. promote increased understanding of the healthcare needs of culturally diverse populations.
d. serve as a resource regarding ethics and human rights as they relate to nursing.
e. accept any additional responsibilities and/or tasks as assigned by the Board of Directors.
